This paper proposes a preliminary AI-supported framework for designing instructional scenarios for teaching Vietnamese listening and speaking as a foreign language, addressing limitations of traditional foreign language instruction related to practice environments, interaction opportunities, and learner personalization. Drawing on Dell Hymes’ SPEAKING model and integrating technology-enhanced educational frameworks, the study operationalizes communicative components into specific pedagogical requirements for scenario design. It further explores a discussion-oriented sample instructional scenario at the elementary level, clarifying the respective roles of teachers, learners, and AI across different stages of instructional organization. Through these analyses, the paper seeks to contribute a systematic approach to the integration of AI in teaching Vietnamese as a foreign language, while also suggesting directions for applied research in learning material development, teachers and the design of communicative activities.
